Does Livingston Allow Public Drinking?

I'm new to this town and I've seen some people on a neighboring street with their lawn chairs outside, while they're watching their little kids, drinking. I mean 6-packs of beer and stuff. Is this legal in this town? As the mother of a 2-year old and a 6-year old, I'm a little concerned. I mean, what if one of there kids gets hit by a car or hurt or something? And what kind of message is this sending to everyone else.
